It’s the idea that our projects and challenges are one-of-kind, though this is proven to be inaccurate. Even the most seemingly original projects can find an analog to get some baseline understanding of how a project might go.

 

City officials who think their projects are unlike their peers are more likely to forgo research or advice and misjudge timelines and budgets.
